To simplify it, this is so that the Staff of Completion will add enough runes for 100 veng casts when you're in the wild and will do an instant veng without a timer when you're not in the wild
That code is just show that I remembered something I forgot about xD That code specifically was made for adding 10,000 of each rune to our inventory
